$250 Extra to Visit the U.S.? Major Visa Changes You Need to Know!

In a significant immigration reform, the U.S. government has increased the H-1B visa filing fees and introduced a new $250 Visa Integrity Fee. This fee is a refundable security deposit that targets most non-immigrant visa applicants, including tourists, students, and professionals. These changes are part of the “One Big Beautiful Bill Act,” which was passed in July 2025. The act aims to strengthen compliance, prevent overstays, and recover administrative costs.

Starting in fiscal year 2026, which begins on October 1, 2025, two major cost changes will affect visa applicants and employers: a substantial increase in H-1B petition costs and the implementation of the $250 Visa Integrity Fee. This fee is non-waivable and is designed to enhance compliance.

Why Has the U.S. Made These Changes?

These reforms were introduced under the “Dignity in Immigration Act”, signed into law in early July 2025. According to U.S. lawmakers, these measures are primarily targeted at:

  • Combating illegal overstays
  • Ensuring compliance with visa rules
  • Reducing the financial burden on taxpayers
  • Preventing fraudulent visa applications

The U.S. Department of Homeland Security (DHS) and United States Citizenship and Immigration Services (USCIS) have faced challenges with rising operational costs and an increase in visa violations. The new framework aims to shift financial responsibility to visa applicants while ensuring that only serious and law-abiding individuals are allowed to enter and exit the U.S. as required.

H-1B Visa Fee Hike: What Has Changed?

According to the new rule, this mandatory Visa Integrity Fee would apply to :

  • Tourist and Business (B-1/B-2),
  • Student (F/M),
  • Work (H-1B/H-4)
  • Exchange visas (J)

Here’s how the new rule works:

  • Amount: $250 (paid during visa issuance)
  • Refundable: Yes, if the applicant exits the U.S. before visa expiry and follows all conditions
  • Purpose: To prevent overstaying, status violations, or illegal employment

Effective Date: Expected from October 1, 2025 (start of U.S. fiscal year)

Key features of Visa Integrity Fee

  • Per-Person Charge:The fee applies to each individual visa issued, including dependents (H-4, L-2, F-2, J-2, etc.).
  • One-Time Payment Per Visa: The fee is charged once at the time of visa issuance by the Department of State (DOS) and is not an additional charge from U.S. Citizenship and Immigration Services (USCIS).
  • Tied to Actual Visa Issuance: The fee is applicable only when a physical visa stamp is granted by a U.S. consulate abroad. It does not apply to USCIS change of status applications within the United States.
  • No Fee for Denied Applications: Since the fee is charged at the time of issuance, applicants whose visa requests are denied will not incur the fee.
  • Minimum Fee of $250: The Department of Homeland Security (DHS) has the authority to set the fee higher through regulation.
  • Annual Inflation Adjustments: Starting in fiscal year 2026, the fee will be adjusted annually based on the Consumer Price Index.
  • Additional Costs: The fee is imposed in addition to existing visa application fees, reciprocity fees, and other related charges.

When and How Can the $250 Fee Be Refunded?

The visa integrity fee has an unusual feature: it may be refundable. This is rare in U.S. immigration fees. The law says that visa holders who follow all their visa rules can get back the $250 fee.

To be eligible for a refund, visa holders must:

  • Avoid all unauthorized employment
  • Either leave the United States promptly at the end of their authorized stay
  • Obtain a legal extension or adjustment of status.
